Mentor-Protege Program is designed to assist Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSBs) in enhancing their capabilities to perform prime contracts and subcontracts for VA. The MPP is also designed to improve the performance of VA contractors and subcontractors by providing developmental assistance to protégé entities, fostering the establishment of long-term relationships between VA prime contractors, SDVOSB and VOSB and increasing the overall number of SDVOSBs and VOSBs that receive VA contract and subcontract awards.

Minor changes to the Mentor Protégé Guidebook will be made in the near future. As you prepare your submission packages for the August 1, 2011 through August 30, 2011 submission period, be sure to follow these submission instructions.

The purpose of VA's Mentor Protégé Program is provide developmental assistance to Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) that will enhance their capabilities to perform as prime contractors and subcontractors on VA procurements.

The next open period for submission of Mentor Protégé Agreements, for VA consideration, will be August 1, 2011 through August 30, 2011.

Submission packages are not to be e-mailed. One copy shall be submitted on a compact disk (saved in pdf format) and one copy is to be submitted as a hardcopy. The hardcopy and the compact disk submissions shall be formatted as specified in the guidebook and sent via tractable means to:

Do not email any Personally Identifiable Information (Social Security Numbers, Tax Identification Numbers, etc.) or financial statements via e-mail.


Under the VA MPP, protégé firms must be Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. Mentors shall confirm eligibility of protégés by documenting the verified status of protégés in the Vendor Information Pages (VIP) database (http://www.vetbiz/gov/). Protégés must maintain verified status throughout the term of the Mentor-Protégé Agreement. Failure to do so shall result in cancellation of the Agreement.

VA's Mentor Protégé Program is not a contracting program. A Mentor Protégé Agreement does not create a Joint Venture agreement.

VA's MPP is not a funded program. The benefits for Mentor firms are:

    • VA Contracting Officers will give proposal evaluation consideration to Mentor firms when utilizing evaluation factors in their contract solicitations.
    • Large businesses prime contractors serving as Mentors under VA's Mentor Protégé Program may receive additional subcontracting plan credit towards a specific VA contract.

Mentors and Protégés are responsible for finding their own counterparts.

Note: Under VA's MPP, no degree of ownership of the Protégé firm by the Mentor firm is allowed.
